Build Rules & Regulations 

Please note the following only applies to Hospitality Suite Space Only packages.



All Exhibitors and their Contractors are required to comply with the below booth building regulations and applicable health and safety requirements during build up, show days and dismantling. Exhibitors and Contractors are equally encouraged to comply with all rules and regulations of the State of Nevada, the Fontainebleau Las Vegas, Exhibit Service Contractors, Emergency Staff, and the GSMA (or “Organizer”). If an Exhibitor or booth activity is in violation of any above referenced party, the Organizer may require the Exhibitor to alter the booth before the event. Any necessary changes are to be made at the Exhibitor’s expense and are subject to the Organizer’s approval.

All booth matters and questions not covered by these Rules and Regulations are subject to the decision of the Organizer. The Organizer may amend these Rules and Regulations at any time and all the amendments that have been made will equally bind all parties. As with the original Rules and Regulations, the Organizer will notify Exhibitors who may be affected.

The Organizer reserves the right to reject or prohibit any booth, whole or in part, or any Exhibitor and his or her representatives, based solely on its judgment, discretion, and authority. 



anchoranchorAerial Drones / Unmanned Aerial Systems (UASs)

UASs are not allowed at the event. UASs (Unmanned Aerial Systems) include all of the following:

  • All drone/UAS operators must comply with all FAA requirements
  • UAV – Unmanned Aerial Vehicle
  • RPAS – Remotely Piloted Aircraft System
  • RC Model Aircraft
  • Drone

  • Aerosol cans containing flammable gases or liquids are prohibited. Only empty containers may be placed on display
  • Flammable liquids, solids or gases are prohibited inside the building unless prior review and approval is obtained


anchoranchorAutomobiles / Motor Vehicles on Display


Automobiles and motor vehicles are not allowed to be displayed at the events.

Balloons and blimps are not allowed at the event.



anchoranchorBooth Demonstrations / Obstructions of Aisles

Exhibitors may not conduct demonstrations or activities that result in obstruction of aisles or prevent ready access to neighbouring exhibitors’ booths. Please make sure to position your demonstrations in such a way as to bring attendees into the booth rather than filling the aisles. 

Demonstrations are to be straightforward, professional and relative to the displayed product. The use of demonstrators, gimmicks, mimes, magicians, robots, vehicles, etc., in the aisles is prohibited at all times. 

Company flyers, promotional materials or advertising of any nature may not be placed, shown or demonstrated anywhere within the confines of the Venue other than your contracted space. 

Promotional materials may not be distributed outside the Venue, or on any street corners surrounding the Venue. Any materials found in any public areas or being distributed outside of the Venue will be confiscated and discarded, jeopardizing your company’s participation in future GSMA events. 
The GSMA reserves the right to terminate any objectionable activities.




anchorAnchorCarpet & Floor Protection


All third-party vendors must arrange to have all front-of-house travel paths, storage areas, carpeted areas, and backstage areas covered by Poly-Tak or Visqueen before any decorating/production equipment or freight is brought into the space. 

Floor marking can only be done with freight tape (white tape). If any other products are used, additional fees may be charged for cleanup. No fork lifts, scissor lifts, boom lifts, flatbeds, or motorized carts will be allowed in the carpeted areas without tire booties, white tires, or non-marking tires and one of the below-listed protective coverings. In addition, wood pallets or crates may not be put directly on the carpet; these must be placed on one of the following:

  • Visqueen safely secured over the carpeting with low-residue tape
  • Self-adhesive Visqueen called Carpet Mask, Carpet Shield, or Gymguard
  • Overlay of carpet safely secured over the existing surface with low-residue tape
  • Wet Chalk or Chalk of any kind is prohibited to mark floors

Carpet on carpet will require the below-listed process:
  • Low-tack adhesive Visqueen called Carpet Protection, Carpet Mask, Carpet Shield, or Gymguard must be placed on top of our carpet. Once placed, fiber line tape or double-sided tape should be affixed to it, and the show carpet placed on top.

Restrictions related to carpet and floor protection
  • Electric and manual pallet jacks are permitted only in back of house hallways, at the loading dock, or in designated conference spaces. 
  • Carpet decals are not allowed. 
  • Cutting or building is not allowed in carpeted areas without protection between the material and the carpet, painting is strictly prohibited. 
  • Any costs for damage or special cleaning caused by violation of this will be the responsibility of the contractor or show management.
  • All third party vendors/support groups are responsible for leaving the Hotel in the same condition it was found. 
  • The contractor/vendor and/or group will be billed for marks, leaks, cleaning fees and damages done to the Hotel.

No chemicals are allowed to be brought into the event.

anchorAnchorElectrical Installations

Electrical connection is not included with Hospitality Suite Space Only rooms (does not apply to turnkey packages). Electrical installation inside the Hospitality Suite Space Only spaces must be carried by the venue official contractor Encore. 

Electrical installation rules

  • All power cords must be confined to the Exhibitor’s space. 
  • Exhibitors are not permitted at any time to run power cords across or underneath the exhibit hall aisle carpet or any area outside of their allocated space.
  • Electrical Unions do electrical work, hang signs that are lit or rotating, and work on any part of the booth that includes electricity (back lit headers, light boxes, clip on lights, plasma screens, AV equipment, etc.). An exhibitor may plug-in their equipment into the one 20amp/120 VAC receptacle per booth and hang up to four small clip-on lights per booth. An electrician must be called for any increase in electrical service. Suspended light trusses for non-programmable lighting and ground supported truss intended to distribute overhead electrical equipment is also the work of the Electricians Union. Electricians are responsible for all under-carpet distribution of electrical, communication wiring (coaxial cable, fibre optics, telephone, etc.). 


anchoranchorElevators & Escalators

  • Freight is not permitted on passenger elevators
  • The transportation of dollies, oversized luggage, boxes, or freight and tool boxes on escalators is prohibited

Below is the accessibility information for the service elevators. Elevators are a shared resource and do not require a dedicated supervisor to operate. All front-of-house elevator and escalator use is strictly prohibited for load-in/load-out.

anchoranchorExhibitor Appointed Contractor (EAC) Access

If your company plans to bring in the services of any independent contractors (EACs) other than Freeman, Encore or FEDEX, please note EACs will only be allowed access to the show floor during exhibitor move-in and move-out dates/times. To access the loading docks EACs will be required to provide a staff list to the Fontainebleau Las Vegas ahead of the event, click here to download form. 

If an EAC needs access to an exhibitor’s space at any other time, the exhibitor will need to register the EAC representative for MWC Las Vegas.



anchoranchorFire & Safety Exhibit Guidelines

  • All means of entrance and exit must be free from obstruction at all times
  • Fire protection equipment, exit signs, sprinklers, strobes, horn-strobes, standpipe outlets, hallways, ingress and egress may not be blocked or obstructed in any way. Fire extinguishers, fire hose cabinets, and sprinkler closets must always be visible and accessible. Fire exit doors may not be propped open at any time.
  • Booths, platforms and space dividers shall be of materials that are flame-retardant or rendered so, satisfactory to the Fire Department representatives. Coverings for counters or tables used within or as a part of the booth shall be flame-retardant. All electrical wiring and apparatus will be of a 3-wire UL approved type. 
  • A permit shall be required for the display or operation of any electrical, mechanical, or chemical device which may be deemed hazardous by the Fire Department. 
  • No storage of any kind is allowed behind booths or near electrical service. A one-day supply of product is permitted within but cannot be stored behind the booth
  • All fire extinguishers and emergency exits must be visible and accessible at all times. Should this equipment be within a booth or exhibit due to the layout of floor space, additional signage indicating fire equipment location(s) (extinguisher, hoses, etc.) will be necessary, along with accessibility being maintained at all times
  • All electrical wiring must be installed per National Electrical Code® (NEC) standards
  • Use of halogen fixtures must comply with our halogen lamp restrictions
  • Vehicles in the building for loading or unloading must not be left with engine idling
  • Compressed gas cylinders, including LPG (propane), and all flammable or combustible liquids are prohibited inside the building. 
  • Lighters/torches used for demonstration require an open flame permit from Clark County Department of Building and Fire Prevention. A one-day supply of giveaway disposable lighters may be kept in the booth
  • Fuel-burning appliances are not allowed at the event
  • Building exit signs must be visible at all times
  • Any drape, exhibit or material hung or built near an exit sign must be installed so that the exit sign is not covered. If an exit sign is blocked from the usual sight line, another emergency exit sign must be temporarily installed with a secondary power source

anchoranchorInsurance Obligation

All Exhibitor Appointed Contractors (EACs): must maintain the following insurance from the first day of their move until the last day of their move out at MWC25 Las Vegas. No access to the floor will be granted without insurance coverage. 

As a standard requirement for all our show exhibitors, it is necessary for you to carry general liability coverage from an insurance company in good standing with minimum policy limits as stated below. Insurance coverage for Exhibitor Appointed Contractor is not optional. 

Such insurance shall include contractual liability and product liability covered with the following limits: 

  • COMMERCIAL GENERAL LIABILITY INSURANCE (Occurrence Form) covering bodily injury, property damage, products and completed operations, and personal and advertising injury with minimum limits of one million dollars ($1,000,000) per occurrence. This policy shall include contractual liability coverage applicable to the indemnities assumed hereunder. If the policy has a general aggregate limit, either the general aggregate shall apply separately to this project/location, or the general aggregate limit shall be two times (2X) the required occurrence limit. 
  • WORKERS’ COMPENSATION INSURANCE with statutory limits as required by law and Employer’s Liability Insurance covering legal obligation to pay damages for bodily injury or occupational disease (including death) sustained by an employee with minimum limits of: $1,000,000 bodily injury by accident; $1,000,000 bodily injury by disease; $1,000,000 policy limit. 
  • UMBRELLA/EXCESS LIABILITY INSURANCE policies must follow the form of the underlying primary policies (except Workers’ Compensation) with minimum limits of four million dollars ($4,000,000) per occurrence. 
  • All required insurance policies shall name as Additional Insured, Fontainebleau Las Vegas, Risk Management and each of their parent subsidiaries and affiliates and each of their officers, directors, agents, and employees as respects the conduct of the named insured(s) in or about the property of Fontainebleau Las Vegas, Risk Management 
  • EACs must name GSMA Ltd LLC and Freeman Co LLC as additional insured.

anchoranchorLighting & Truss

Lighting trusses, suspended from the ceiling, will be allowed inside the Hospitality Suite Space Only spaces.
  • All lighting, fixtures, lighting trusses or overhead lighting that are suspended from the ceiling cannot exceed the boundaries of the exhibit space
  • Lighting, including gobos, should be directed to the inner confines of the booth space
  • Lighting that is potentially harmful, such as lasers, ultraviolet lights or flashing or strobe lights that can trigger photosensitive epilepsy is not allowed

Late work is not allowed at the event and all booth set up must be completed within the office move-in and move-out times.

anchoranchorPlatforms / Stages

Platforms are not required for this event. Exhibitors will provide all reasonable accommodations for persons with disabilities to access their booths. All booths with a platform higher than 2” on which people could stand must have an access ramp.  The slope of any ramp shall be uniform and no steeper than 1:10. Level landings shall be provided at the top and bottom of ramps and intermediate position where exit doors open on to them. The minimum width of the ramp should be 3’. This slope should be within the booth and must not protrude into the aisle.

anchoranchorSecurity & Overnight Work

Each Company must make its own provisions for the safety of its goods, materials, equipment and displays at all times. General overall security will be provided for the exhibition period. Neither the security service nor the Organizer will be responsible for the loss or damage of property.
