CODE OF CONDUCT
All exhibitors, their staff, guests and contractors participating at MWC Doha (the "Event") are required to comply with this Code of Conduct

ADULT CONTENT

GSMA ("the Organiser") shall be entitled to close a stand during build-up or during the Event if the exhibitor is considered to be displaying materials of an offensive nature. The Organiser reserves the right to close down stand and the Exhibitor shall bear any costs that may be incurred by the Organiser in closing down a stand.


ALCOHOL & DRUGS

The sale, service, and consumption of alcoholic beverages are prohibited by law in Doha. Alcoholic beverages will not be served within DECC and it is not permitted for alcohol to be served, consumed or offered from stands.

Neither an exhibitor or its contractors are permitted to be under the influence of alcohol or illegal drugs while working at the Event venue, or while performing site activities, including, but not limited to, operating vehicles, machinery or other equipment that could pose a danger or be hazardous to themselves or others. The Organiser and the Doha Exhibition and Convention Center ("DECC" or the "Venue") reserve the right to remove from the Event Venue, any person who does not strictly adhere to this rule.


ANTI-HARASSMENT

GSMA provides a positive, harassment-free Event experience for all attendees, regardless of gender, gender identity and expression, sexual orientation, disability, physical appearance, race, age or religion. GSMA does not tolerate harassment in any form. The use of harassing language and imagery (including that of a sexualised nature) is not appropriate at any GSMA Event or related social activity sponsored or organised by GSMA. Any Attendee found to be violating GSMA’s anti-harassment policy, may be sanctioned or expelled without a refund at GSMA’s sole discretion and in more serious cases be subject to police arrest.


Examples of harassment include, but are not limited to:

  • Verbal comments or actions related to gender, gender identity and expressions, sexual orientation, disability, physical appearance, race, age or religion
  • Use of sexual images in public spaces
  • Deliberate intimidation, stalking or following
  • Use of sexualised or harassing content in presentations
  • Unauthorised photography or recording
  • Inappropriate physical contact
  • Unwelcome sexual attention
  • Advocating for or encouraging any of the above behaviour


If at any time you are made to feel unsafe or unwelcome at a GSMA Event, or witness this behaviour towards others, please report it as soon as possible. Reports can be made either personally onsite to GSMA staff or emailed to conduct@gsma.com. Regardless of the reporting method, the name and/or company reporting a harassment incident will be held in strictest confidence. Onsite staff will have been briefed to immediately escalate incidents.


BALLOONS
Gas filled balloons, with the exception of helium-filled balloons, are prohibited. Anyone wishing to have balloons inside the venue must gain permission from the Organisers at least 14 days prior to build up. Information provided must include the type of gas used, size/dimensions of balloon(s) and where it/they will be located on the stand. Balloons must be tied to a part of the exhibition stand structure, be fully secured to prevent interference with the venue fire detection equipment located within the hall, must not exceed the height of your stand and must be fully within your stand footprint.  No one is allowed to walk around the hall holding balloons.

CHILDREN/MINORS

Attendees at MWC Doha must be at least 16 years of age at the date of attending the Event, minors are not permitted.  For details, please visit our Attendee Terms and Conditions.


Under no circumstances are Minors permitted entry to the Event during build-up and dismantling.


CLEANING

Stands will be cleaned overnight before the event opens.  This service is provided at no additional cost for all package stands and includes floor vacuuming and emptying/cleaning of waste paper bins.

COMPETITIONS, LOTTERIES & DRAWS

No competitions, lotteries, draws, games of chance or the like may be held by the exhibitor whether at the Event or through a Sponsorship without the written consent of, (i) the Organiser, and (ii) such local and or regional authorities whose consent, whether by way of a formal license or permit, is required.


DRESS CODE

Exhibition stand staff are expected to dress in business and/or business casual attire appropriate to local custom and behave in an appropriate, professional manner. Given the Event’s global profile and their convening of an entire industry and ecosystem, exhibition stand staff come from a broad range of cultures and nations. GSMA asks that this diversity and inclusivity is reflected in exhibition stand staff choice of clothing (e.g. clothing with political slogans or military fatigues would not be appropriate attire for an Event).


GSMA reserves the right to request that any exhibition stand staff alter their attire or leave the Event immediately if their appearance and/or conduct: (i) is inappropriate given the professional and global nature of an Event; and / or (ii) could reasonably be deemed to be offensive to other Event participants.


DRONES

Operation of or use of drones is prohibited at MWC Doha.


COMPLIANCE WITH AUTHORITIES

The Event, the venue and any related Event venues are under the jurisdiction of the police, courts, authorities and applicable laws and regulations of the city of Doha and the nation of Qatar. The Organiser, the venue owner, exhibitors, advertisers, sponsors, contractors, attendees, and all other third parties involved in the Event are obliged to comply with all applicable laws, as well as the requirements of the police, the courts and regulatory authorities, including but not limited to security measures, health and safety measures and the enforcement of warrants.


FINAL CLAUSE

In the event that situations arise which are not specifically governed by a provision in these regulations, in the exhibitor manual or the Standard Terms and Conditions, the exhibitor agrees that the Organiser’s decision shall be final.


FREQUENCY-COORDINATION POLICY

GANGWAYS/AISLES

All exhibitor activity must take place within the confines of the stand and nothing can encroach into the aisles or gangways.


  • All gangways must always remain unobstructed and accessible
  • Under no circumstances will any part of a stand, furniture, exhibits or displays be allowed to project beyond the boundary of your stand
  • No doors, windows or any other element including lockers shall open outwards onto a gangway
  • Building across gangways is not permitted


GIVEAWAYS & PROMOTIONAL ITEMS

Exhibitors are asked not to place stickers, signs or posters anywhere in the halls other than within their own stand and on paid advertising poster sites and billboards.

Exhibitor’s representatives may not distribute promotional literature, brochures, invitations etc. along gangways or near the entrance/exits. Such activities are to be confined within the stand boundaries.
  • All efforts to advertise, promote sales and operate exhibits or Sponsorship by the Exhibitor must be conducted in such a way as not to cause any annoyance or inconvenience to other exhibitors or visitors
  • Exhibitors are to ensure stands are kept in a clean and tidy state for the duration of the Event 
  • Exhibitors are not permitted to distribute, exhibit or advertise any third party materials, items or services at the Event
The Organiser reserves the right to stop any Exhibitor from performing any of the mentioned activities or any activities in conjunction with the above.  It is the Organiser’s sole discretion to remove any material or cease any activity.


INTERNET & IT (INCL. WIFI)

DECC is the exclusive provider of information technology services within the venue. This includes all exhibition halls, meeting rooms and public areas. All requirements to install, connect, repair, alter or distribute information technology services, whether originating or terminating in DECC are to be arranged and coordinated with the DECC IT department - see Suppliers section for further details. Material and equipment provided by DECC shall remain the property of DECC.


  • No independent Wi-Fi networks are to be setup, as this interferes with the DECC wireless network.
  • Exhibitors are not permitted to setup or deploy their own access points (whether 3G/4G or Ethernet based), routers and bridges on their stands. If needed, exhibitors must purchase a Wi-Fi service from DECC IT
  • Failure to comply will result in the event’s provided Wi-Fi network being blocked and LAN/ Internet services provided by DECC being deactivated, without refunds
  • Wired-LAN bandwidth requirements must be requested at least three weeks prior to the event move-in date (before 30 October 2025)
  • All services will be activated and available for use on the first live day of the event.  If services are required earlier for configuration and testing, then additional day charges will apply.
  • All wired and wireless internet speeds are symmetric.


NOISE

Demonstrations or presentations which may generate noise during the Event shall be kept to a minimum. All speakers shall be positioned inwards, within the boundaries of a stand. The maximum permitted volume on stands is 65db above background noise, measured at a distance of 3m from the relevant stand. The maximum permitted volume shall apply to all stands, whether located on the exterior and interior of the Event building. The Organiser may, at its sole discretion, restrict or terminate any demonstration or presentation that does not comply with this requirement.


OUTBOARDING & SUITCASING

Outboarding and suitcasing are unethical acts that are strictly prohibited.

Outboarding seeks to capitalise on the investments of others and the goodwill of the MWC Doha. Outboarding is a commercial activity conducted from a hotel guest room or hospitality suite, a restaurant, club or any other private or public place of assembly. Also known as an outboarded event, this type of activity seeks to capitalise on the investment of established exhibition organisations, such as MWC Doha to drive attendance, build the show brand and attract exhibitors to the outboarded event. This act is strictly prohibited during MWC Doha.

Suitcasing is a practice on the part of any attendee who is observed to be soliciting business in the aisles or other public spaces of the Event or in another Exhibitor’s stand.

In order to distribute information to and conduct business with attendees of the Event, you must have purchased Event space (e.g. exhibition or hospitality) within the Event venue. All materials must be distributed from your purchased space and not in the public areas of the venue or from another Exhibitor’s space.


PARTIES ON STANDS

The Organiser must be informed in advance of any parties which are due to take place within your exhibition space. Parties shall only be permitted during official Event opening hours. Any Exhibitor deemed to be, in the Organiser’s sole opinion, hosting a party or otherwise entertaining on their stand after the official closure of the Event will be required to end its party immediately and exit the venue.

PHOTOGRAPHY IN THE EXHIBITION HALLS

Photographing stands or products on stands is prohibited without the prior authorisation of the exhibitor(s) concerned. Exhibitors are allowed to take photos of their own stands; however other stands may only be photographed by official MWC Doha photographers. Privately hired photographers are not permitted within the Event venue at any time.


PRESS ACCESS TO MWC DOHA

Members of the press are strictly not allowed access to the exhibition halls during build-up or dismantling periods. Exhibitors who are found to have registered press as exhibition staff and have facilitated press access to the exhibition floor during these periods will be in violation of terms and conditions. Offenders will be expelled from the venue.


ROBOTIC DEVICES

This regulation outlines the safety, placement, and operational requirements for showcasing robotic devices or automated machinery at the event. It ensures safe interaction with attendees and compliance with international standards.

Approval and Inspection

All robotic devices or automated machinery must be approved in advance by the Organisers. Devices will be inspected onsite by the Health & Safety Team. Exhibitors may be asked to provide additional documentation or clarification regarding safety features.


Placement and Stand Boundaries

All devices must remain strictly within your stand space.  No device can obstruct attendee flow and pose a safety risk. Any device found outside your stand space may be shut down immediately and reported to venue security. Repeated violations may result in suspension of your company’s event passes and/or disconnection of your stand’s power supply, at the discretion of the Event Organiser.


1. Human-Interactive Devices

If your robotic device is designed for direct human interaction, the following conditions apply:

  • A trained operator mustbe present at all times. This person must be familiar with the device’s functions, controls, and emergency procedures.
  • Devices must comply with European safety directives and international standards.
  • A Special Activity Form must be submitted for Organisers to consider this activity.  When completing this form, the following information must be included:

       Submission Checklist (via Special Activities Form) -

  • Description of activity and attendee interaction
  • Stand layout with device location
  • CE compliance certificate or safety justification
  • Technical safety documentation (e.g. emergency stop, sensors)
  • Risk assessment with hazard controls

Note: Devices without CE marking (e.g. prototypes or non-EU equipment) may be accepted if a safety justification is provided (e.g. UL/ANSI certification, internal testing). Organisers may require additional safeguards based on risk.


2. Non-Interactive Devices

For robotic devices not designed or certified for safe human interaction (e.g. robotic arms, articulated systems, industrial machinery), the following requirements apply:

  • Install behind a fixed, strong barrier to create a secure exclusion zone. Ropes and Poles are not allowed. The barrier must be structurally robust enough to prevent attendees from entering the area, and must ensure that no contact can occur between the robot and any attendee while in operation.
  • A trained operator must monitor the device at all times. This person must be familiar with the robot’s operation and emergency procedures.
  • A Special Activity Form must be submitted for Organisers to consider this activity.  When completing this form, the following information must be included:

  • Description of activity and setup
  • Stand layout with device and exclusion zone
  • CE compliance certificate or safety justification
  • Technical safety documentation
  • Risk assessment with hazard controls


SMOKING & VAPING

Smoking and vaping are not permitted inside of any part of the DECC. This applies to build up, the Event open days and dismantling.


As per Qatari law, the entire complex is a non-smoking venue. Anyone found smoking on the premises shall be removed and re-entry to the venue will be at the discretion of DECC. For health and safety reasons, smoking is also strictly prohibited in the loading docks. Anyone who breaks the smoking ban will be subject to a fine of QAR 3,000.


SPECIAL ACTIVITIES

Certain activities such as virtual reality (VR), augmented reality (AR), mixed reality (MR) self-driving cars, vehicle demonstrations, attendee participation activities, simulations, strobe lighting, and robotics, among others, require further review and approval from the Organisers. 

Should you wish to conduct a special activity on your stand, please complete and submit the Special Activity Form.  If you are in any doubt as to whether your activity requires approval, then please submit the form and the Organisers will advise if further action is required.  All special activities will be inspected onsite by the health & safety team and may be subject to additional questions/confirmation regarding safety.  The Special Activity Terms & Conditions can be found here.


The following goods and equipment are prohibited and will not be admitted on to the exhibition floor: 

  • Flammable liquids or gases 
  • Naked flames incl. candles, torches etc.
  • Compressed gas cylinders 
  • Radioactive materials 
  • Radiation generators 
  • Goods classified as hazardous including toxic, corrosive, irritant, harmful or oxidising materials (with the exception of small quantities of domestic cleaning materials in containers or aerosols of less than 500 cc capacity) 
  • Any activity involving water where there is a risk of legionella i.e. water features, fountains etc. 
  • Explosive, pyrotechnic, pyrophoric or spontaneous combustible materials
  • Smoke or haze machines 
  • Lasers other than Class 1 lasers or those in completely enclosed equipment 
  • Equipment that may cause nuisance due to odour, emission of objectionable noises or stroboscopic or disturbing lights, simulators and rides 
  • Animals
  • Machinery with moving parts on display including robots or robotic features. Further rules apply - please click here for more information on Robotics
  • Gas cylinders
  • Simulation Rides
  • Certain types of Virtual Reality. Further rules apply - please click see the Virtual Reality section below for further information.
  • Self-driving cars and vehicle demonstrations
  • Drones or remote controlled flying objects
  • Acrobatics or any other kind of activity that involves performers or artists


STROBE/FAST CHANGING LIGHTS

See Stand Building Regulations section of this OEM for further information

WHEELED VEHICLES IN THE VENUE

The use of any motor scooters, scooters, segways, bicycles, motorbikes, golf buggies or similar vehicles within the venue is prohibited.

VALUABLES & ONSITE/OVERNIGHT STORAGE

Valuable items must be securely stored and monitored at all time. Exhibitors/visitors are not advised to keep any valuable items at the venue overnight. GSMA will not take responsibility for any loss of valuable items during build-up, Event days and/or dismantling periods of MWC Doha.

VIRTUAL REALITY

Virtual reality, augmented reality and mixed reality involve immersive activities that distract and change the view of a participant’s actual surroundings. Such activities have the potential to cause injuries resulting from tripping, running into or striking walls, furniture, other objects or people.

In conducting VR, AR or MR activities, an Exhibitor must adhere to the following guidelines:

  • Activities must only take place in a safe environment
  • Exhibitors must ensure the area is completely free of any objects, walls, furniture or other items that participants can bump into or knock down when using the headset
  • Trained staff must be present at all times to ensure best practices and supervise the activity to ensure the participant’s safety
  • Participants should not handle sharp or dangerous objects while in the experience
  • Screens that are on / adjacent to the aisles are not permitted to be used for VR, AR or MR in order to avoid congestion in the gangways
  • If the activity requires a queue system or a large gathering of people, this must be included within your stand footprint

Virtual reality (VR), augmented reality (AR), mixed reality (MR) activities may also involve certain health risks. Such risks include motion sickness, nausea, dizziness, seizures, disorientation, loss of balance, and post-traumatic stress disorder responses. 

Exhibitors must ensure that participants in VR, AR or MR activities are fully aware of the health and safety warnings pertaining to such activities including through the use of safety signs to inform attendees of such risks.

Exhibitors are solely responsible for all risks and liabilities associated with any VR, AR, MR or other activities conducted at its stand. 

Important:

Exhibitors must submit the Special Activity form if the Virtual Reality (VR), Augmented Reality (AR), Mixed Reality (MR) planned activity involves any of the following:

  • The participant's engagement in any physical activity while engaging in the VR, AR or MR Activity
  • If the activity required the use of any props such as holding an object like a bat/racket of any kind
  • Any VR, AR or MR activity in which the participant move or revolves 180 to 360 degrees


WIRELESS POLICY   Wi-Fi 2.4 GHz / 5 GHz
It is forbidden to operate devices that propagate a wireless signal, as these will cause interferences in the general services provided at the venue.  Examples of what is not allowed can be found below:

  • Wi-Fi access points, also known as Wi-Fi routers
  • Mobile hotspots (sharing your mobile Internet connection, thus creating a Wi-Fi network)
  • MiFi devices
  • Beacons
  • Wireless microphones and/or cameras
  • Any other device that uses the unlicensed 2.4GHz or 5GHz spectra
In the interests of every exhibitor, unauthorized wireless networks will be detected and shut down. All exhibitors must adhere to the wireless policy and penalty processes will be activated if any are found to be in breach of the policy.
Please remember the main driver for this Wi-Fi strategy is to improve the Wi-Fi experience for all exhibitors and attendees at the Event.
Important Note: It is understood that some exhibitors may require a special Wi-Fi network for demonstrations. Exhibitors with this specific business should contact the IT Department of QBEC to discuss requirements at the following email address: it.servicedesk@decc.qa
The Wi-Fi service is provided throughout the exhibition halls by QBEC. This service is provided exclusively in the 5GHz band that allows a better performance in crowded areas. All smartphones, tablets and laptops released in recent years will run 5GHz Wi-Fi.
Exhibitors should ensure that 5GHz compatible devices are used for the Event.
