STAND BUILD RULES & REGULATIONS
All exhibitors and their contractors are required to comply with the below stand building regulations and applicable health and safety requirements during build up, show days and dismantling. Exhibitors and Contractors are encouraged to comply with the Guide to Global Standards of Health and Safety at Exhibitions and Conferences which can be downloaded here
Exhibitors with "Space Only Stands" must build their stands in accordance with the required standards as outlined by the Doha Exhibition & Convention Center (DECC), the Organisers and the local authorities; see also the Space Only Stand and Health & Safety sections of this OEM
Gas filled balloons, with the exception of helium-filled balloons, are prohibited. Anyone wishing to have balloons inside the venue must gain permission from the Organisers at least 14 days prior to build up. Information provided must include the type of gas used, size/dimensions of balloon(s) and where it/they will be located on the stand. Balloons must be tied to a part of the exhibition stand structure, be fully secured to prevent interference with the venue fire detection equipment located within the hall, must not exceed the height of your stand and must be fully within your stand footprint. No one is allowed to walk around the hall holding balloons.
BANNERS
Exhibitor banners are not permitted at MWC Doha 2025. For event advertising and branding opportunities, please speak to your GSMA Account Manager.
- The maximum height limit for Space Only stands is 6m from the venue floor. Space Only meeting rooms are only permitted to build to 4m high.
- Shell Scheme stands are forbidden from changing the stand original height of 2.5m
DOUBLE DECK STANDS
ARE NOT PERMITTED AT MWC DOHAAisle carpeting will be provided by the Organiser throughout the exhibition halls.
Stand carpet will only be provided to package stands such as Shell Scheme Packages, Meeting Rooms and 4YFN Pods. These will be carpeted as per the visual and description shown in the package detail section. Exhibitors are permitted to change their package colour at their own cost. Exhibitors wishing to change their carpet colour must inform the Official Contractor in writing and place an order for their desired carpet before going on site.
Space Only stands DO NOT have carpet provided and it is compulsory that you provide a floor covering. It is strictly forbidden to paint or plaster stand floors or to use glue to attach the floor covering to the venue floor. Only approved,double-sided adhesive tape that is easily removable and doesn’t leave any residue may be used for this purpose (e.g. Euro tape, Eurocel, Advance tape). This must be removed at the end of the Exhibition.
Any materials used over carpeted or hard floor areas must be of a non-slip nature, even when moist or wet and laid accident-proof, not extending beyond the stand area. Substances such as oil, grease, paint and similar things must be removed from the floor immediately.
CATERING/COOKING ON STANDS
Ceiling materials must be fire-retardant and non-combustible, with provisions for adequate ventilation and fitted with smoke detectors.
Fully enclosed ceilings are subject to prior venue approval. All ceiling structures must be securely fixed, structurally stable, and compliant with load-bearing requirements.
Ceiling designs must not obstruct venue CCTV coverage; enclosed ceilings may require internal CCTV installation for venue security assessment
ELECTRICAL SAFETY & EQUIPMENT
If installations of 50kW or higher are to be used, an electrical plan must be submitted, prepared by a competent technician and stamped by the relevant professional association.
Important Notes:
- Follow all warning and protection instructions to avoid contact with live parts.
- Do not use intermediate plugs (multi-plug adapters). Such plugs may overload and can represent a serious danger.
- ‘Daisy Chaining’, the joining together of two or more multi-way extensions or plug-in adaptors, is strictly not allowed. This practice overloads circuits and can be a source of fire. Any ‘daisy chained’ units will be disconnected; removed and electrical power to the stand will be disconnected until the electrical contractor is satisfied that the installation is safe.
- The use of a multi-way plug-in adaptors and extension leads is restricted to one unit per fixed socket outlet
- Exhibitors and contractors are required to provide their own extension leads or adaptors and are responsible for them being properly wired and electrically tested.
- Do not use wires that are worn out or broken sockets.
- Never disconnect them by pulling on the wire.
- Do not handle or try to repair the installation or any electrical apparatus.
- The connection of electric wires to the energy supply board without the usage of officially approved socket plugs is prohibited.
- All electrical machines must be equipped with an earth in combination with the general board differentials or be equipped with double insulation.
- Overriding the grounding of machine tools is strictly prohibited.
- The grounding wire of the feed hoses cannot be overridden.
- Contractors working at the venue must ensure that all power tools in use are suitable for use with the local supply
- All electrical equipment and extension leads used must have been subject to combined inspection and test by a qualified electrician, including insulation and earth bonding tests, and must not be overloaded
- Inspected equipment must be clearly labelled with inspection labels and a certificate of inspection must be available on the stand
- Any electrical equipment on the stand must be in good condition with live conductors enclosed and inaccessible, and cables properly protected against damage. Where an electrical installation is being wired or installed on site by the exhibitor, such work must be undertaken by a qualified electrician in accordance with the electrical safety rules and local wiring codes. As detailed in the rules, the electrical installation of each stand will have to be tested and certified before the stand is energised and will be disconnected if it is not properly installed and safe
- Exhibitors and contractors are not permitted to carry out work on the venue’s electrical installation without written permission by the venue
- Electrical supplies to the stands must be isolated prior to dismantling
- The Organiser, the venue and their agents reserve the right to remove or disconnect any electrical equipment which either appears defective or has inadequate evidence of electrical inspection
- All clients' own fittings including displays and light boxes must be complete with all connectors fully enclosed and having an earth connection at every fitting
- Flexible leads for static appliances must not exceed 2m
- Stand switch-fuses must be always accessible
- Appliances must have been tested by competent persons before energising. The person bringing the equipment into the hall is responsible for the test being carried out
- Electrical installations that do not comply with the Regulations will not be energised
- The Organiser reserves the right to disconnect the electrical supply to any installation that in its opinion, the opinion of the electrical contractor or the venue, is dangerous or likely to cause annoyance to visitors or other exhibitors
EMPTY PACKAGING
If the exhibitors or their contractors have not removed all empty packaging by the specified time, the Organiser may order their removal with any associated costs being borne by the exhibitors. The Organisers does not take any responsibility for packaging material removal. No excess stock and literature or packing cases or other flammable materials may be stored in any unauthorised areas or voids. Storage underneath stages and structures is strictly forbidden.

- Exhibits and walling must be positioned in such a way as not to obstruct the view of the exhibition or adjacent stands. Under no circumstances are neighbouring stands to be visually blocked off from the rest of the exhibition.
- Only up to/a maximum of 50% of any open side of a stand is permitted to have a non-transparent outside wall.
- Walls cannot be stepped back in order to overcome this ruling.
- Solid runs of walling along open perimeters are not permitted unless facing a Venue wall.
- The outside finish must be the same as inside or equivalent in quality of build.
- The use of visual enclosures or night sheets during build up in order to protect the privacy of exhibition stands are only permitted if they are structurally sound and are kept within the boundaries of the stand space.

Capacity of Exits The number, capacity and distribution of exits must be sufficient to allow visitors safe access and egress to ensure effective means of escape in the event of an emergency. The exits should be kept available and unobstructed at all times and should generally be arranged so that there are alternative escape routes from any point within the event. Escape Route & Signage Escape route signs should be illuminated at all times. Alternative means of escape and adequately maintained general and safety lighting, with maintained illuminated exit notices shall be provided to any enclosed area on a stand. All escape routes and exits shall be maintained unobstructed, in good order with non-slippery and even surfaces and free from trip hazards. Access to Safety Equipment & Signage Exit door lighting, fire signage and safety equipment signs must not be obstructed unless permission has been given by DECC and the organiser, and alternative arrangements made. Stands must be set out in such a way that they do not interfere with access to the fire-fighting devices. If fire-fighting devices are located inside the stands, they must remain visible and accessible at all times. Amount of Escape Routes Stands over 150sqm require minimum two emergency exits on opposite sides of the stand. Width of Escape Routes

- Equipment provided for the purpose of fire fighting must not be abused, misused, relocated or concealed.
- The operational effectiveness of sprinkler installations must not be compromised.
- Fire alarm call points must not be operated without due cause.
- Fire exit doors must not be obstructed and must remain available for use at all times.
- A passage of at least 1.2 metres (4 ft) wide between any temporary structures and the fire hydrant, equipment room doors and alarm bell contacts must be maintained.
- Exhibitors wishing to cover a portion of their booth for video presentation must submit duplicate drawings to the Organiser for approval. Ceilings can only be constructed of a large mesh or system grid consisting of minimum 1cm x 1cm openings which will permit the passage of water in the event of fire.
- Fire hydrants must not be used as a source of water, except for fighting fire.
- No excess stock and literature or packing cases or other flammable materials may be stored in any unauthorised areas or voids.
- Storage underneath stages and structures is strictly forbidden.
- Please contact the official freight handling agent should you require storage of items outside of DECC.
- Please note that it is not permitted to smoke inside of any part of the DECC Premises. This applies to build-up, show open days and breakdown.
- Obstruction to means of escape.
- Locked or blocked exit doors.
- Wedging of smoke stop doors.
- Combustible decorative material used indoors or along means of escapes.
- Hindrance to, unauthorized alteration or removal of fire fighting equipment such as fire extinguisher, break glass fire alarm, hose reel, etc.
- Use and handling of naked flame.
- Use and handling of paint and thinner when carrying out decoration work.
- During electrical or gas welding process.
- Overloading of electrical outlets or electrical appliances.
- It is strictly prohibited to affix anything to the venue building, installations, walls, floors, ceilings or columns
- The exhibition surface area may not be covered with either paint or glue. The only permitted covering for the exhibition space is a platform or carpeting which must be removed by the exhibitor at the end of the event including the removal of any adhesive tape
- Any damage incurred to the venue infrastructure or installation, by exhibitors, their contractors or visitors, will be repaired by DECC and charged to the exhibitor
- All gangways must always remain unobstructed and accessible
- Under no circumstances will any part of a stand, furniture, exhibits or displays be allowed to project beyond the boundary of your stand
- No doors, windows or any other element including lockers shall open outwards onto a gangway
- Night sheets must be tied securely and neatly throughout the day and avoid obstruction to gangways
- Building across gangways is not permitted
Damaged glass and glazing products must be repaired so as not to be a hazard to persons in the halls or removed from the halls immediately. Any uninterrupted or large areas of clear glazing or mirrors must be indicated with warning stripes, dots, logos, or other similar means. Corners must be polished or protected if they would otherwise pose a hazard to people striking them.
Overhead glazing or mirrors shall be of wired or laminated glass to ensure they are adequately protected from shattering.
- A continuous handrail must be provided where there are two or more risers.
- Handrails shall be non-climbable i.e. with solid infills or vertical guardrails, which should be not more than 100mm apart and without horizontal members between verticals.
Any exhibitors/contractors who, for any reason, find they need to work overtime in the Exhibition Hall during build-up or dismantling must apply for Late Working and should be aware that overtime charges apply, for which they will be personally responsible. Applications for late working need to be submitted before 15:00 on the intended day of late working.
Please Note: Monday 24 November is "No Build" day and the hall will close at 18:00 and no late working will be permitted. All stand build/construction must be complete by 20:00 on Sunday 23 November.
LIFTING / FORKLIFTS
Forklifts can be hired to help the unloading and loading of your vehicle in the loading areas. Forklifts must be booked prior to the show with Onsite-Qatar. For safety reasons you cannot use your own forklift on the venue premises. If you wish to dry hire a forklift, please contact Onsite Qatar and the driver must present a valid forklift licence on booking an sign the appropriate terms & conditions. Only the driver who is qualified and has supplied a copy of their forklift licence is permitted to drive a dry hire forklift. Any person found to be driving a forklift without the necessary permissions will be removed from the venue.LUMINESCENT DISPLAYS & STAND LIGHTING
- Suitable and sufficient alternative safeguards (such as strong, transparent guards or screens, etc.) must be provided to make the exhibiting or demonstrating of any moving products safe to all persons. Note: A distance barrier (such as rope & post) may be used as well as guards and screens, but not instead of. This option is viable only where there is no other danger such as ejection of materials from the machine and the original level of safety must still be maintained.
- Large, distinct Warning Notices must be displayed, preferably pictographic for the benefit of foreign language visitors.
- Exhibitors must submit specific Risk Assessment to the Organiser. Exhibitors must apply pre-show in writing to the Organiser’s for permission, with full details of each machine and the safety precautions to be taken.
- The Organiser’s H&S representative should inspect the machine prior to it working on-site. This includes the Build-up, Open and Dismantling phases.
- Safe systems of demonstration must be set up by the Exhibitor.
- Only water-based paints or adhesives may be used on site. Protective measures must be taken to ensure that no paint or adhesive is spilt or sprayed on to the fabric of the building including floors
- DECC flooring must be protected with coverings before any painting works can proceed, spray printing inside the Exhibition Halls is strictly prohibited at all times.
- Fabrics and materials treated with fire resistant solutions should not be over painted with water-based paints
PLATFORMS
Safety helmets (hard hats) and high visibility vests (high-vis vests) and suitable footwear are compulsory in order to gain entry to the venue during build-up and dismantling, except for the Monday before the event starts. Safety helmets and high visibility vests must always be worn by all personnel while in the halls.
Exhibitors are responsible for ensuring that the appropriate PPE is always worn by all personnel working for or on behalf of the exhibitor. Exhibitors must ensure that all personnel working for or on behalf of the exhibitor, always cooperate with the organiser and the organiser’s appointed safety staff regarding health and safety.
- Safety helmets must be in accordance with UNE-EN 397. A chin strap is required when working at height
- High visibility vests must be in accordance with UNE 471. High visibility vests must be ‘day glow’, dark colours are not permitted
Other PPE:
- Safety boots: preferably steel toe cap boots: when handling loads
- Gloves: when handling loads
- Safety goggles: in activities involving cutting and that otherwise pose a projection hazard
- Safety harness: in any task done at a height of more than 2 meters that entails a risk of falling
- Any other protective equipment stipulated in the activity's own risk assessment
According to the regulation from DECC, every contractor, freight forwarder and exhibitor must wear the helmet on site during move-in and move-out period at the event. In addition, all personnel must wear safety belts when working on construction in height, steel cap shoes when constructing steel structures, safety glasses when cutting or grinding metal will be required and enforced. High visibility clothing is also required for all of the above actives. The security department of DECC reserve the right to refuse entry for non-compliance.
- Fixing of rigging points will take place prior to any other activity such as on-site freight deliveries, platforms or/and stand construction.
- All rigging orders must follow the required guidelines and be submitted with a clear and precise rigging plan at the time of ordering.
- All rigging plans must show the location of each rigging point in relation to a corner of the stand’s limits using metric measurements.
- The height from the venue floor to the bottom of the O-ring must be shown using metric measurements.
- All rigging must be within the perimeter of the stand.
- The maximum number of manual chain hoists for a single structure is four. For five points or more, electrical motors must be used.
- Maximum weight per point is 200 kg per point (static load).
- If a point exceeds 200 kg, its feasibility must be reviewed and approved by DECC Operations Department.
- All plans must show each point’s static load. For more than five points, a detailed loading calculation is mandatory.
- DECC reserves the right to request detailed loading calculations at any time.
- All suspended elements need to be approved by the management of each exhibition before the final lift.
- The structure and connections must comply with all points of the DECC rigging checklist and the structure will not be lifted without final approval from DECC Operations team.
- All material must be marked with a Safe Working Load (SWL) sign, as well as a current certificate of inspection not older than 12 months (the certification must be by a third-party certification). This includes steels, shackles, motors, span sets, truss, or any other auxiliary material. If the material shows any signs of deficiency, damage, or poor installation, its use will be prohibited.
- It is mandatory to use additional security cable when using manual chain hoists, electrical motors, span sets or any element deemed necessary for safety reasons. Motors with BS7906 category A and motors BGVD8 Plus / BGVC1 do not require safety steel if you have a maintenance certification within the last 12 months.
- The motor should always be perpendicular to the structure and must be attached with slings that tightly grasp the structure and are connected by shackle to the motor.
- All connections must be steel on steel.
- Ground support structures shall be designed and constructed to be fully self-supporting.
- No stand structure is allowed to be attached to the DECC ceiling as either a precautionary or additional safety measure.
- During build-up, gangways must be kept clear to allow access for the rigging team.
- Rigging points that must be changed due to incorrect rigging plans will be charged at the surcharge rate.•
- All rigging plans submitted must be clear and concise.
- Rigging points must be plotted with metric measurements between each rigging point and from each side of the stand.
- The exact weight of each rigging point must be clearly mentioned in kilograms along with the total weight of the structure.
- The stand orientation must be clearly shown by the direction of the main entrance and by the stands or the walls on the neighbouring three sides.
- The desired metric height from the floor to the bottom of the structure when fully suspended must be shown.
- The type of structure along with metric measurements of its width, length, and height must be clearly stated.
- Any rigging plans that do not match the above criteria will not be accepted.
- Rigging points that must be changed due to incorrect rigging plans will be charged at the surcharge rate.
SECURITY
SERVICE TRENCHES / FLOOR DUCTS
The venue service trenches/ducts must be accessible at all times. Platforms must have access to the service chest underneath. The general height of the platform should be 100mm. All stands with a platform higher than 50mm on which people could stand must have an access ramp. Please read the Ramps - Disabled Access section above for more information.Whenever a service chest is shared between more than one stand in one block of stands, it must remain accessible at all times through a hatch.
Platforms for electrical cables only should be at least 50mm, however if a water connection is planned for any neighbouring stand the a platform of 100mm if needed. Exhibitors who are planning to install a platform of less than 100mm should first check whether neighbouring stands would rely on a service check within their stand space for a water connection.
If a cable gets unplugged for any reason, the chest needs to be accessed by the technical teams. Whenever a service chest is half covered by a division wall or is at the limit of the stand, the area around the chest must remain accessible.
Please note that it is not permitted to smoke inside of any part of the DECC Premises. This applies to build-up, show open days and breakdown.
STAND PARTITIONS / WALLS
STORAGE
- No excess stock and literature or packing cases or other flammable materials may be stored in any unauthorised areas or voids.
- Storage underneath stages and structures is strictly forbidden.
- Please contact the official freight handling agent should you require storage of items outside of DECC.
The below regulations are mandatory when using strobes or fast changing visuals:
- Strobes are to be mounted as high above head height as is practicable
- The number of flashes or image changes is less than 5 per second (5Hz)
- Strobes are not permitted to be on, for more than 30 seconds at any one time
- Any effect should be positioned outside the normal eyeline of the public or delegates
- Where more than one strobe light is being used the flashes should be synchronized
- Warning signs must be present.
- Where possible, the lights should be bounced off walls and ceilings or diffused by other means so that glare is reduced.
- Continuous operation of strobe lighting for long periods over 30 minutes, should be avoided.
- Strobe lighting is prohibited on the staircases of all double deck / 2 storey stands
- The maximum intensity level allowed for this type of light will be 3000 lux measured at 2 meters from any point on the ground
- Any special effects on the stand should be positioned in a way that any neighbouring stands are not affected. Any complaints from neighbouring stands will result in the onsite Health & Safety representative investigating
- Under no circumstances may light be projected directly or indirectly on passage areas such as walkways, skywalks, aisle or common areas
The Organisers and/or the Venue, reserve the right to curtail or ban demonstrations if complaints are received.
TIMBER TREATMENTS
- Timber components used in construction should be fire-regardant where applicable
- Materials should be selected and used with fire safety considerations in mind, particularly for large or enclosed structures
- Documentation or proof of treatment should be kept on-site and made available upon request by the venue or relevant authorities
- The fuel tank should contain the absolute minimum necessary, usually one gallon (approx. 5 litres) i.e. only the amount required to move the exhibit into/out of the Venue. Diesel vehicles are not subject to this requirement, however, where possible fuel levels must be reduced to a minimum.
- Emptying or filling of fuel tanks must not be done during the exhibition’s open hours, or anywhere on the premises.
- The fuel tank must be fitted with a locked or otherwise secured fuel-cap.
- Internal combustion engines must not be run during any Open Period.
- Any and all batteries must be fully disconnected and made safe.
- Keys or equivalent starting device must be handed over to security staff after inspection.
- Once in position, the vehicle must remain static throughout the event
- It is advisable to use a drip tray where is a risk of damage to the venue floor.
- Damage identified during the dilapidation survey will be charged to the exhibitor.
Paint cans should not be thrown inside the skips and should be removed from DECC premises. The skips area must be free at all times to allow access to the skip removal vehicle. The trenches are not to be used by the contractors for dumping waste.
- Exhibitors must ensure that all materials, debris and waste are removed from DECC before the end of the period designated for build-up and the end of the dismantle period designated for dismantling.
- Exhibitors must ensure that any proposal that is accepted from a stand design and build contractor includes waste removal and recycling.
- If any materials are found after the building or dismantling period has come to an end a clean-up fee will be applied, based on the size of your stand
- Dumping of materials (i.e. removing waste from stands and abandoning elsewhere in the site) at Mobile World Congress Doha is strictly forbidden and carries severe penalties. Any contractor caught abandoning waste of any kind will be fined, on the spot and a removal fee will be added.
